Powers and duties of the Vice-Chancellor.–
(1) The Vice-Chancellor shall be the principal executive and academic
officer of the University and shall ensure that the provisions of this
Ordinance, the Statutes, the Regulations and the Rules are faithfully
observed in order to promote the general efficiency and good order of
the University and shall have all powers necessary for this purpose,
including administrative control over all officers, teachers, students and
employees of the University.
(2) The Vice Chancellor shall preside at the meetings of the Authorities of
which he is the Chairman and be entitled to attend and preside any
meeting of any other Authority or body of the University.

(3) The Vice Chancellor may, in an emergency which in his opinion requires
immediate action, take such action as he may consider necessary and
shall, as soon thereafter as possible, report his action for approval to the
officer, Authority or other body which in the ordinary course would have
dealt with the matter.

(3) Subject to such conditions as may be prescribed, the Vice Chancellor
may, in an emergency, take an action which is not otherwise in the
competence of the Vice Chancellor but is in the competence of any other
Authority.

(3a) The Vice Chancellor shall, within seven days of taking an action under
sub-section (3), submit a report of the action taken to the Pro-Chancellor
and to the members of the Syndicate; and, the Syndicate shall, within
forty five days of such an action of the Vice Chancellor, pass such orders
as the Syndicate deems appropriate.

The Vice Chancellor shall also have the power to –

(i) create and fill temporary posts for a period not exceeding six
months;
}
(ii) sanction all expenditure provided for in the approved budget and to
re-appropriate funds within the same major head of expenditure;
(iii) sanction by re-appropriation an amount not exceeding Rs.100,000 for
an unforeseen item not provided for in the budget, and report it to the
Syndicate at the next meeting;
(iv) appoint paper-setters and examiners for all examinations of the
University after receiving panels of names from the relevant
Authorities;
