Regulations relating to the conduct of Examinations &Unfair Means
I. CONDUCT OF EXAMINATION

a. The date sheet for the D.V.M. Examination shall be notified by the Dean, Faculty of Veterinary     Science, under intimation to all Chairmen of the teaching Departments, Controller of     Examinations and the Vice Chancellor.

b. The date sheet shall be prepared in consultation with the teachers of the various concerned     departments, concerned Chief Proctor, Head Girl and Proctors/CR of the concerned class.

c. All the Examinations of the University shall be held at the University Campus according to the     date-sheet notification.

d. Supervisory staff of Examination shall consist of one Superintendent and Deputy     Superintendents from the respective Departments, who shall be appointed by the Chairman of     the Department from amongst the Faculty members. Normally the Associate Professor and /     or Assistant Professors of the Departments shall be appointed as Superintendents and     Lecturers as Deputy Superintendents.

e. If a candidate’s paper is lost after having been received by the Superintendent / Deputy     Superintendent of the Examination, and if he / she passes in all other subjects of the     Examination, he / she may be required to appear in that one paper which is lost, on a date     fixed by the Dean, Faculty of Veterinary Science, with an intimation to the Vice Chancellor.     However, a strict warning shall be issued to the concerned official/s responsible of the     negligence of duty and a copy will be posted in their personal files by the Dean, Faculty of     Veterinary Science with intimation to the Vice Chancellor. In case of dispute as to whether a     candidate’s paper was duly received or not, the finding of the Committee on unfair means,     subject to approval of the Vice-Chancellor, shall be final.

f. The Superintendent (s) who shall take delivery of sealed packets containing question papers     from the Chairman (en), at least half an hour before the commencement of the Examination     shall be responsible for its safe custody. The Chairman shall receive answer books and spare     extra sheets from the office of the Controller of Examinations according to the date sheet and     number of students appearing in the respective Examination.

g. The Superintendent shall check all the envelopes indicating the subject paper, number of     copies etc. He / she shall compare the subject indicated on the envelope with the date sheet     in order to make sure that question papers for a particular subject is not missing. The number     of copies of question papers for various subjects should also be ascertained according to the     number of students appearing in each subject. The Superintendent, before distributing the     question papers to the candidates shall ensure that the envelopes opened by him / her contain     the question papers indicated on it and mentioned in the date sheet. In case any discrepancy     is observed, it shall be reported to the Chairman of the concerned department immediately.

h. The Superintendent should take the following precautions during the period of Examination:

      i. Attendance record of students and invigilation staff on a sheet of paper as soon after the          start of Examination.

      ii. No student shall be permitted to leave the Hall until the expiry of half the time prescribed           for answering the questions.

      iii. The superintendent should not allow any member of the Supervisory staff to keep the           question paper in his possession. The spare-copies of the question papers after           distribution should be kept in safe custody by the Superintendent. Similarly, the blank           answer books and extra / spare/ extension sheets should also be kept in safe custody.

i. Blank answer books before distribution to the candidates, must be signed and / or stamped    either by the Superintendent or any of his authorized Deputy Superintendent. Continuation    sheets should also be signed and / or stamped.

j. Strict vigilance should be kept to ensure that no spare sheet or blank answer book is smuggled    in or out of the Examination Hall.

k. Soon after the expiry of the Examination, answer books should be arranged in serial order,     class-wise and subject wise separately. A sheet indicating the roll number of an absentee     student should be inserted in place of his answer book.

l. The answer books so arranged and balance of question papers along-with spare answer     books, students attendance sheets (Class wise) indicating the roll number of absentees, shall     be delivered to the Chairman of the concerned department after the Examination in each     paper.

m. Candidates should write legibly in their own hand writing, their full names and roll numbers in      the attendance sheets. The candidate should not be allowed to use any ink other than the      blue or black ink.


II. UNFAIR MEANS

a. A copy of the “rules of conduct” for the direction of the candidates shall be printed on front     page of the answer book:

Rule for conduct; unfair means, cheating, misbehavior, disobedience offence and threat to the Examination staff shall result into:

i. Cancellation of the paper and/or

ii. Disqualification of candidate up to three years.

iii. Expulsion from the rolls of the University.

b. Attention of the students should also be invited towards the instructions printed on outer cover    of the answer books.

c. Candidate shall under no circumstances write his/her name on the answer book, unless     otherwise allowed.

d. Any candidate who refuses to obey the Superintendent or the invigilation staff in the     Examination Hall or changes his seat with another candidate or creates disturbance of any     kind during the Examination or misbehaves in or around the Examination Hall shall be expelled     and punished according to the nature and seriousness of his offence. The case will be     referred to unfair means Committee of the University.

e. No candidate is allowed to take into the Examination Hall any pet animals or weapons of any     kind.

f. The Superintendent shall take action against a candidate using or attempting to use unfair     means. He should invariably demand the written explanation or statement of the candidate(s)     concerned. If any candidate(s) refuses to give his statement, the fact should be reported. In     such cases the report complete in every respect and should include all the information facts     and circumstances of the case. Each case along with its evidence shall be forwarded     immediately to the “Committee on unfair means” through the Chairman of the concerned     Department, with an intimation to the Dean and the Vice Chancellor.

g. The duties of a Deputy Superintendents shall be to assist the Superintendent in the conduct of     Examination in the Examination Hall.

h. No late comer shall be admitted in Examination hall beyond 15 minutes.

i. Any candidate, who is found to have in his possession or accessible to him papers, books or    notes relating to the subject of Examination of that paper or detected in giving or receiving    assistance or using or attempting to use any other unfair means in connection with the    Examination, shall be expelled by the Superintendent of the Examination Hall.

j. If it is found that a candidate has access to, or is in possession of papers, books or notes,    which might possibly be of assistance to him:

        i. His answer book shall be cancelled, as a disciplinary measure without any implication of            moral turpitude.

        ii. In cases of offence or disobedience, he may be disqualified upto a period of three years.

k. Any candidate detected in giving or receiving assistance, or found guilty of copying from any    paper, book or note, or allowing any other candidate to copy his answer-book, or using or    attempting to use these or any other unfair means, shall be disqualified from passing in the    subject and case will be referred to committee on unfair means with intimation to the Vice    Chancellor.

l. Notwithstanding any other law for the time being in force and without prejudice to any remedy    open to the University under such law:

         i. Any candidate found guilty of deliberate previous arrangements to cheat in the              Examination such as smuggling in another answer-books, impersonation or misconduct              of a serious nature and the person who impersonates such candidate, if he is on the              rolls of the University, shall be disqualified for a period of not less than one and not              more than two years, or declared as not a fit and proper person to be admitted to any              future Examination of the University, according to the seriousness of the offence and the              other circumstances of the case; and

        ii. If the impersonator is not on the rolls of the University, the Controller of Examinations             shall report the matter to the police with the permission of the Vice Chancellor.

      Provided that in a case covered by clause I-i above, a candidate or the impersonator, on the       expiry of two years including the Examination in connection with which he was declared to       be  not a fit and proper person to be admitted to any future Examination, may as a special      case, be exempted by the Syndicate from further operation of this Regulation with the      sanction of the Vice Chancellor.

m. Any candidate using abusive or obscene language in the answer-book shall be disqualified      from the Examination of that subject.

n. Any candidate found guilty of disclosing his identity or making peculiar marks in his answer     book for that purpose shall be disqualified in that subject.

o. Candidates guilty of communicating or attempting to communicate, with examiners with the     objective of influencing them in the award of their marks, shall be deemed to have used, or     attempted to use, unfair means shall be punished accordingly. Communications of this nature     addressed to the Controller of Examinations or other officers of the University, shall be treated     as falling in the same category and the candidate concerned shall be punished by the unfair     means committee.

p. Any candidate found in possession of fire arms or any thing capable of being used as a     weapon of offence in or around any Examination Hall, shall be liable to expulsion by the     Officer as mentioned in Regulation II-d above and to disqualification ranging between one to     three years.

III. REGULATIONS RELATING TO COMMITTEE ON UNFAIR MEANS

a. The Unfair Means Committee shall be notified by the Vice Chancellor of the University.

b. Committee on Unfair Means shall deal with the cases of the alleged use of unfair means in     connection with the Examinations.

c. The committee shall give the accused candidate a reasonable chance of showing cause     against the action proposed to be taken and afford him, if he so desires, a fair opportunity of     defense through the Form No. CUM No. 01

d. The unanimous decision of the Committee on Unfair Means in dealing with cases of the      alleged use of unfair means in connection with the Examinations shall be final. If the           committee on unfair means is not unanimous, the matter shall be referred to the Vice      Chancellor who shall either decide himself or refer it to the disciplinary committee. The      decision of the Vice Chancellor/ disciplinary committee shall be final.

e. If a candidate to whom the decision of the competent authority is communicated has valid     reasons to appeal against such decision, he may do so within 30 days of the date of receipt of     the decision in writing and by depositing Rs. 200/-. The appeal shall be considered by a     Committee of Appeal comprising three persons to be nominated by the Vice Chancellor,     excluding the persons who may have dealt with the case at a previous stage, and the     appellant will be given an opportunity to be heard in person by the Committee of Appeal if he     so desires. However, such a candidate may file a revision against the decision of the Appeal     Committee with the Vice Chancellor within 15 days after such decision by depositing a sum of     Rs.400/-. The Vice Chancellor may appoint a Committee and in the light of the     recommendations of the Committee, final decision shall be made by the Vice Chancellor.

f. No lawyer or next friend shall be allowed to appear on behalf of or assist an accused candidate    during Enquiry or Appeal under these rules.

g. Notwithstanding anything to the contrary in these rules, no act or proceeding by the Standing     Committee to deal with case of the alleged use of unfair means in connection with the     examinations shall be invalidated merely by reason of the existence of a vacancy or vacancies     on the Committee; absence of a member; or, by reason of any irregularity in the appointment     or any member of the Committee.

IV. REGULATIONS RELATING TO THE VICE CHANCELLOR

a. The Vice Chancellor may order with holding the result of a particular candidate or candidates,     if it is considered necessary in the interest of the University to do so.

b. In case of an emergency, the Vice Chancellor is authorized to award suitable punishment,     without reference to the Committee on unfair means, to any candidate or to any student on     the rolls of the University, who creates disturbance of any kind during an Examination or     otherwise misbehaves in or around the Examination Hall.

V. ISSUE OF DEGREES AND OTHER CERTIFICATES

a. Each successful candidate of a degree programme shall be conferred the degree at the      subsequent convocation held for the purpose. These degrees shall be signed by the      Controller of Examinations, Vice Chancellor and the Chancellor. The Dean shall present      candidates for admission to degree (except honorary Degrees) in the courses falling with the      purview of the Faculty.

b. The candidates, who are not able to present themselves at the convocation, shall be granted     the degree in absentia on request and payment of the prescribed fees.

c. After the notification of the result, each successful candidate at a non degree Examination     shall receive a certificate of passing the Examination in the prescribed form signed by the     Controller of Examinations.

d. The Dean, Faculty of Veterinary Science, shall issue provisional certificate and character      certificate to the D.V.M. candidates and Controller of Examinations shall issue detailed marks      certificate (Transcript) to the successful candidates, on request and payment of prescribed      fee.

e. All types of academic certificates shall be issued by the Deans/Directors/Controller of      Examinations.

VI. RE-CHECKING OF ANSWER BOOKS

a. Re-checking of the totals of the answer-books shall be allowed only on payment of prescribed     fee per subject, within two months of the result notification.

b. The answer books shall be deposited with the office of the Chairman which will be preserved     for a period of six months and then tossed away.
